Administrative Duties

Actively supports and upholds the City's stated mission and values. Tasks performed range from lesser complex equipment operation, unskilled, and semi-skilled manual labor duties to highly skilled equipment operation duties associated with heavy equipment.

Duties may include work associated with performing and training other personnel for a variety of construction/maintenance/and repair work involving City streets, easements, rights-of-way, and sidewalks; accurate completion of reports including pre and post-trip equipment checklists and maintenance tracking reports; the safe operation of Streets equipment (6/10 wheel trucks, cinder and plow units, front end loaders, patch trucks, and heavy duty vehicles); set-up of safe traffic control work zones; striping and signing City maintained streets and rights-of-way (fabrication, installation, repair and maintenance of traffic signs and markings); pavement maintenance and protection (removal, forming, pouring, finishing, and repair of asphalt, concrete, and masonry surfaces (including curb, gutter and sidewalk)); landscape maintenance; and snow and ice operations.

Works independently following verbal and written instructions while performing work duties. Reads, implements, and completes work orders. Work generally requires heavy physical exertion and may be performed under adverse weather conditions.

Examples of the Work Performed
Provides excellent customer service to both internal and external customers.
Proficiently performs a variety of construction, maintenance and repair work involving city streets, easements, rights-of-way, curb & gutter, sidewalks & drainage. Safely operates streets equipment (6/10-wheel truck, cinder and plow units, front end loader, and heavy-duty equipment).
Safely and efficiently operates more advanced equipment including combination tractor-trailer, transport, motor grader, asphalt paving equipment, water truck and/or advanced striping machinery.
Actively aids and supports a training program aimed at promoting acquired skills to other employees.
Works independently and provides verbal and written instructions to others. Reads, implements, and completes work orders.
Maintains and tracks monthly reports, reviews engineering plans and performs construction walk-throughs.
Sets up safe traffic control work zones and applies proficient knowledge of MUTCD typical work zone applications.
Applies and enforces proper PPE and safety in work area.
Tracks work performed to help establish and meet performance standards.
Enters data into worksheets for tracking performance and standards. Prepares monthly reports.
Prepares monthly reports and tracks expenditures for developing and meeting performance standards.
Reviews and implements engineering plans related to MAG Specifications and City of Flagstaff Engineering Standards.
Provides input and participates in budget and planning processes.
Maintain City street sign and markings inventory. Order, receive, and stock materials accordingly.
Operate a forklift and transport supply truck as needed.
Form, place, and finish concrete products; primarily curb/gutter and sidewalk panel.
Participates in snow operations and other Streets Section activities as assigned.
Responsible for initiation and follow-up of blue stake measures.
Provides training to others in a leadership role and provides mentorship to others in the Streets Section.
Work independently regarding and train others regarding fabrication, installation, repair, and maintenance of traffic signs and markings (stop signs, one-way signs, directional signs, street name signs, delineators, markers, symbols, etc.).
Assist Supervisor in recommending and adjusting job instructions to adapt to terrain/materials; determine need and schedule equipment for major maintenance; counsel and advise staff in Streets Section work.
Assist direct Supervisor in supervising day-to-day work activities for labor/equipment/materials.
Track work performed and train others to track work performed to help establish and meet performance standards.
Assist with Cartegraph performance system for assigned section as needed including oversight of computer entry and work report uploads.
Other duties as assigned.

Qualifications

MINIMUM REQUIREMENTS
  • High School Diploma or General Equivalency Diploma.
  • Four years' experience as a laborer in semi-skilled crafts, involved in construction or building trades.
  • Three years of proficient heavy equipment operation experience including working knowledge in heavy civil construction and Streets maintenance programming.
  • Valid Arizona Class A Commercial Driver License with an X endorsement (tanker and Haz Mat).


DESIRED EXPERIENCE AND TRAINING
  • Leadership role or supervisory experiences in Public Works or equivalent trade.
  • Equipment training or operation training.
  • Experience with estimating jobs & requisitioning materials.


OTHER REQUIREMENTS
  • Maintains effective working relationships with internal and external customers and co-workers.
  • Regular attendance is an essential function of this job to ensure continuity.
  • Street maintenance operations often require alternating work schedules. The operator must be flexible to accommodate these work schedules.
  • Actively participates in snow operations and other streets related duties as assigned.
  • All Emergency Service Employees shall maintain their principal residence within the state boundaries of Arizona. All Emergency Service Employees, except those holding a position in Fire, will arrive at the assigned or emergency work location within one (1) hour from notification to report to duty.
  • Incumbents of this position are subject to pre-employment drug screening, and post-employment random, post-accident, and reasonable suspicion drug/alcohol screening.
  • Must have the ability to be contacted and to respond in a timely manner and be willing and able to perform emergency work on an evening, weekend, and 12-hour shift basis.

PHYSICAL REQUIREMENTS AND WORKING CONDITIONS
  • While performing the duties of this job, the employee is frequently required to stand, walk, use hands and arms to handle/feel/reach, stoop/keel/crouch/crawl, talk or hear. The employee is regularly required to sit, climb, or balance, and occasionally required to taste or smell.
  • The employee must frequently lift and/or move up to 25 pounds, and occasionally lift and/or move up to 100 pounds.
  • Vision requirements for this position include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
  • Working conditions include: frequent exposure to wet or humid conditions, outdoor weather conditions, extreme cold, and extreme heat; regular exposure to work near moving mechanical parts, fumes or airborne particles, toxic or caustic chemicals; and occasional exposure to work in high/precarious places, risk or electrical shock, and vibration.
